DETAILED JOB DESCRIPTION OF THE ACCOUNTANT of GALING POOK FOUNDATION
Hours of Work: Equivalent to 40 hours per week- Monday to Thursday onsite and adhoc onsite/offsite work on Friday
Reports to: Finance and Administration Officer and works closely, as required, with the Executive Director and the Program Officers/Managers.

Tasks
Description
Bookkeeping and Accounting
- Provide bookkeeping and accounting of transactions.
- Maintaining and reviewing financial records.
- Monitor cash advances and liquidation of staff and consultants.
- Check liquidations and prepare journal entries.
- Ensure financial supporting documents are complete; Coordinate pending and obtain/monitor missing supporting documents.
Budget and Financial Management
- Prepare monthly bank reconciliation.
- Prepare or review budget and budget monitoring reports.
- Prepare monthly, quarterly and annual financial reports.
- Providing project managers and funders with timely financial reports and budgets, as well as project forecasts.
- Evaluating internal management systems, procedures and risks in order to provide recommendations.
Contract and Vendor Management-Receivables (Income, Collections) and Payables (Disbursements)
- Coordinate and monitor contracts of funders and service providers/consultants.
- Ensure contracts are signed, invoices, accomplishments reports and its output, acknowledgement receipts for payments are provided and BIR 2307-expanded withholding tax are issued on a timely basis.
- Prepare expanded withholding tax certificates of vendors and consultants.
- Preparing pre-billing reports for project managers to review.
- Monitoring receivables and supporting project managers with collections.
- Issuing invoices and purchase orders, as well as paying consultant, subcontractor, vendor, and supplier bills in a timely manner.
- Send deposit slip and expanded withholding tax to consultants and obtain acknowledgement/official receipt for the payment.
- Send official receipt to funders for online deposit of collection.
- Monitor funders and consultants’ milestone deliverables and payment.
Others
- Coordinate with the signing of the cheques and documents by the authorized signatories.
- Attend audit inquiries.
- Other ad hoc tasks that may be assigned by the Finance and Admin Officer or by the Executive Director.
ACCOUNTANT Qualifications:
- Bachelor’s degree in accounting, or similar.
- Preferably with background in NGO finance and admin
- Proficiency in computerized accounting systems, such as QUICKBOOKS.
- Knowledge of word, excel and powerpoint presentations.
- Knowledgeable in government reportorial compliance requirements
- Extensive experience in project invoicing and billing.
- In-depth knowledge of best practices in accounting.

Skills and Ability to:
- Advanced proficiency in managing general ledgers, journal entries, and account reconciliations.
- Exceptional ability to prepare project budgets, financial forecasts, and tax reports.
- Ability to report to the Supervisor, Executive Director and other project managers.
- Can work independently and exercise sound judgment within established guidelines.
