Local government units (LGUs) are usually required by national government agencies to fill-up numerous forms and templates covering plans, and progress as well as evaluation reports. Because this takes a significant portion of LGU personnel’s time, some would just fill-up the forms for compliance. The outputs, therefore, are usually mediocre and in most cases, the entries are inconsistent with each other.
To ensure the quality of the devolution transition plan of each office in the provincial LGU, the Provincial Planning and Development Office of Surigao del Norte developed a DTP Toolkit. The Toolkit simplified the forms and templates for devolution transition planning making them easier for LGU personnel to understand. The toolkit also defined the relations of the different fields in the templates hence ensuring that the entries are consistent with each other.
The DTP Toolkit has been introduced by the provincial government of Surigao del Norte to its component city, municipalities and barangays and had been largely accepted by the sub-provincial LGUs.
