Acquisition of a Complete Equipment Pool

Faced with various problems like poor drainage, narrow streets, dilapidated infrastructures, inadequate irrigation facilities, and poor farm to market roads, the mayor conceived of an equipment pool to hasten the development of the municipality and transform it into a center of trade, commerce, agro-industry, science, and technology. The municipality’s present equipment pool had been acquired through Memorandum Receipts and transfer without cost from various government agencies and the provincial government. This pool had 21 units of various equipment and vehicles which include among others, eighth dump trucks, one backhoe, two loaders, one bulldozer, two road graders, two drilling rigs. The municipality spent ₱1.7 million in the repair and rehabilitation of the various equipment and vehicles, the present value of which as appraised by the Commission on Audit is ₱36.5 million.
The municipality had generated savings of more than ₱1 million just for the building of bridges alone. The road widening projects, improvement of drainage systems, construction of barangay roads, and other infrastructure projects were constructed at half their usual cost. Renting equipment to other areas was also a source of income. The program had not only solved its infrastructure problem but also generated savings and income for the municipality.
This program is recognized as one of the Ten Outstanding Programs in the 1995 Galing Pook Awards.
