CALL FOR PROPOSALS: CONSULTANCY SERVICES FOR THE DEVELOPMENT AND IMPLEMENTATION OF A SOCIAL MEDIA ADVOCACY CAMPAIGN ON STRENGTHENING LGU AND CSO COLLABORATION FOR FOOD SECURITY AND NUTRITION INITIATIVES

I. Project Overview: Galing Pook Foundation (GPF) and Oxfam Pilipinas through the support of the Australian Government are implementing the Strengthening Participation and Accountability Through Civil Society Organizations and Engagement with Subnational and National Government (SPACES) Project, which promotes collaboration between local government units (LGUs) and civil society organizations (CSOs) in the co-creation of food security and nutrition (FSN) policy reforms and social accountability mechanisms. This project is also in partnership with AGREA and the Institute for Social Entrepreneurship in Asia (ISEA). The SPACES Project is being implemented from September 2023 to April 2024 and have ten (10) LGU teams from the provinces of Catanduanes, Albay, Leyte, Eastern Samar, Agusam del Norte, Surigao del Norte, and NCR composed of the Mayor, Vice Mayor or City/Municipal Council Representative, Health Officer/Nutrition Action Officer, Planning Officer, Agriculture and Fisheries Officer, GAD and CSO Desk Officers to join the Project’s pioneering batch. Specifically, the Project aims to achieve the following outcomes: Local Government have increased uptake to enact relevant food security and nutrition (FSN) policy reforms and to institute platforms where CSOs can engage; CSOs, women and young people engage more effectively with public decision-makers; LGU and CSOs collaborate and co-create food security and nutrition legislative agenda and social accountability mechanisms that provide effective feedback and policy dialogue platform. While Galing Pook's primary focus lies on achieving Outcomes 1 and 3, it actively contributes to Outcome 2 by ensuring that LGUs enable their civil society to engage in dialogue, give feedback on policies and programs, and include them in project/program inception to implementation.

II. Scope of Work:
The selected Communications Consulting Firm will be responsible for the following key tasks that will contribute to promoting the project’s success, including activities conducted by the SPACES LGU Partners, projects and programs of partner LGUs, benchmarking visits, etc.
1. Research and Planning:
- Conduct thorough research on the project's objectives, target audience, and communication channels.
- Develop a comprehensive communications plan aligned with the project's goals.
- Engage in weekly meetings with the Galing Pook Foundation's communications consultant and SPACES Project Manager to provide updates and receive feedback.
2. Digital Content Management:
- Create and manage a digital content plan and calendar.
- Develop brand-consistent templates for social media cards.
- Generate engaging video materials to promote project activities.
3. Testimonial Videos:
- Storyboarding, scriptwriting, and copywriting for 20 testimonial videos (in various forms including but not limited to 60-90 seconds Facebook reels, 3-5 minutes Youtube videos) from key stakeholders.
- Coordinate and conduct onsite video shoots for testimonials.
- Handle the editing and post-production of testimonial videos.
4. Collaboration and Coordination:
- Maintain regular interface with the Galing Pook Foundation's communications consultant and SPACES Project Manager.
- Collaborate with other project stakeholders to ensure alignment in communication strategies.
5. Archiving:
- Establish a systematic archiving system for all materials gathered and produced during the project.
- Ensure proper documentation and organization of digital and physical materials for turnover to the Galing Pook Foundation.
6. Additional Responsibilities:
- Provide strategic guidance on public relations and outreach efforts.
- Monitor and analyze the effectiveness of communication strategies, making adjustments as necessary.
III. Proposal Submission:
Interested communications consulting firms are invited to submit a Letter of Intent and a detailed proposal, including a budget breakdown, by January 26, 2024. The proposal should address the firm's understanding of the project, relevant experience, a clear outline of how they plan to fulfill the outlined tasks, and include links to previous engagements.
IV. Selection Criteria:
The selection of the Communications Consulting Firm will be based on the following criteria:
- Experience in similar projects within the non-government sector.
- Demonstrated expertise in digital content creation and management.
- Proposal completeness and clarity.
- Budget feasibility and competitiveness.
- Relevance of previous engagements.
