Galing Pook Foundation (GPF) is a pioneering organization aimed at promoting innovation and
excellence in local governance by recognizing the best local governance practices through the
prestigious Galing Pook Awards. It also facilitates the replication of LGU best practices through
learning exchanges among Local Chief Executives and their teams in the form of workshops, trainings,
and seminars. The goal of these efforts is to inspire other LGUs and citizens to follow such trailblazing
paths in ensuring transparent, participatory and accountable governance. Leveraging its deep
knowledge on realities that LGUs face, Galing Pook is also involved in policy advocacy and research
related to issues and topics that require the perspectives and insights of local governments.
In support of its operation, Galing Pook Foundation is in search of a Program Officer that will handle
trainings, seminars, pilot projects, knowledge development and promotion as a means to promote and
scale up LGU best practices nationwide.
Scope of Work
The Accountant shall perform the following:
Bookkeeping and Accounting:
Provide bookkeeping and accounting of transactions.
Maintaining and reviewing financial records.
Monitor cash advances and liquidation of staff and consultants.
Check liquidations and prepare journal entries.
Ensure financial supporting documents are complete;
Coordinate pending and obtain/monitor missing supporting
documents.
Budget and Financial Management:
Prepare monthly bank reconciliation.
Providing project managers and funders with timely financial reports and budgets, as well as project forecasts.
Evaluating internal management systems, procedures and risks in order to provide recommendations.
Contract and Vendor Management-Receivables(Income, Collections) and Payables (Disbursements):
Coordinate and monitor contracts of funders and service providers/consultants.
Ensure contracts are signed, invoices, accomplishments reports and its output, acknowledgement receipts for payments are provided and BIR 2307-expanded withholding tax are issued on a timely basis.
Prepare expanded withholding tax certificates of vendors and consultants.
Preparing pre-billing reports for project managers to review.
Monitoring receivables and supporting project managers with collections.
Issuing invoices and purchase orders, as well as paying consultant, subcontractor, vendor, and supplier bills in a timely manner.
Send deposit slip and expanded withholding tax to consultants and obtain acknowledgement/official receipt for the payment.
Send official receipt to funders for online deposit of collection.
Monitor funders and consultants’ milestone deliverables and payment.
Others:
Arrange of the signing of cheques and documents to signatories.
Other ad hoc tasks that may be assigned by the Line Manager or by the Executive Director.
Required Qualifications and Competencies
Education: Bachelor’s degree in accounting, or similar.
Training:
Preferably with background in NGO finance and admin.
Proficiency in electronic accounting systems, such as QUICKBOOKS.
Knowledge of word, excel and powerpoint presentations.
Knowledgeable in government reportorial compliance requirements.
Extensive experience in project invoicing and billing.
In-depth knowledge of best practices in accounting.
