Position: Program Officer
Type of Engagement: Permanent full-time position
Period of Engagement: January to December 2023 (renewable subject to annual performance evaluation)
Galing Pook Foundation (GPF) is a pioneering organization aimed at promoting innovation and excellence in local governance by recognizing the best local governance practices through the prestigious Galing Pook Awards. It also facilitates the replication of LGU best practices through learning exchanges among Local Chief Executives and their teams in the form of workshops, trainings, and seminars. The goal of these efforts is to inspire other LGUs and citizens to follow such trailblazing paths in ensuring transparent, participatory and accountable governance. Leveraging its deep knowledge on realities that LGUs face, Galing Pook is also involved in policy advocacy and research related to issues and topics that require the perspectives and insights of local governments. In support of its operation, Galing Pook Foundation is in search of a Program Officer that will handle trainings, seminars, pilot projects, knowledge development and promotion as a means to promote and scale up LGU best practices nationwide.
Scope of Work
The Program Officer shall perform the following:
1. Actively promote LGU best practices recognized through the Galing Pook Awards through networking, partnerships and advocacy especially with National Government Agencies (NGAs), legislators, Leagues of Provinces, Cities, Municipalities and Barangays
2. Expand opportunities for policy research and advocacy on good local governance practices across different thematic areas and sectors through the development of grant funding proposals to partner organizations and donors
3. Manage the project management teams of ongoing special projects and ensure that outputs, deliverables and reports are submitted on time
4. Assist in other GPF projects and activities related to GPF’s thrusts especially the Galing Pook Awards
5. Represent GPF at meetings and functions, when required.
6. Perform other job-related duties and projects as may be assigned by the Executive Director.
Required Qualifications and Competencies
The Program Officer shall work effectively with a small team of highly efficient and innovative individuals.
Education: Graduate of a 4-year course that is relevant to the job; a Master’s degree in Public Administration or any other related course is preferred.
Training: Skilled in program management and evaluation, training management, proposal writing, report writing, networking and partnerships building, and resource mobilization.
Experience: At least 5 years’ work experience in a related field

Scope of Work
The Program Assistant, in close coordination and under the direct supervision of a designated Program Officer, shall provide technical and administrative support on the following:
1. Galing Pook Program Awards Management and Promotion;
2. Short-term projects related to the organization’s Awards Program and Training initiatives;
3. Administration and coordination of tasks related to the Foundation’s website and database of partners, members and awardees;
4. Coordination of institutional activities and conferences;
5. Preparation of activity reports and liquidation reports;
6. Networking and linkaging with local government units, civil society organizations, academic institutions and donor institutions;
7. Other job-related duties and projects as may be assigned by the Executive Director.
Required Skills and Competencies
The Program Assistant shall work effectively with a small team of highly efficient and innovative individuals.
Education: Graduate of a 4-year course that is relevant to the job
Training: Skilled in Microsoft Excel, PowerPoint, Word, Canva, social media platforms management, Google workspace, Zoom, office administration and management, event coordination
Experience: At least 2 years’ work experience in a related field

Position: Finance and Administration Assistant
Type of Engagement: Probationary for the first 6 months; Full-time and on-site 4 days per week

Scope of Work
Finance & Administration Assistant Under general supervision of the Finance/Admin Officer, provides responsible and complex financial, administrative and secretarial support to the Finance/Admin Unit; creates and maintains reports, records and files required in connection with bookkeeping and accounting processes; performs payroll and treasury functions; types and edits documents ranging from general correspondence to spreadsheets; and performs related work as assigned.
Reports to: Finance and Administration Officer and works closely, as needed, with the Executive Director and the Program Officers
Required Qualifications and Competencies
Qualifications:
• Knowledge of word, excel and powerpoint presentations
• Knowledge of QuickBook accounting system or willing to learn this program
• Knowledge of office administration practices; records management, recordkeeping and filing procedures
• Knowledgeable in government reportorial compliance requirements
• Bachelor’s Degree in Accounting is preferred
• Preferably with background in NGO finance and admin
• Demonstrated reasonable accuracy & commitment & equipped with multi-tasking ability
• Expertise in accounting work
• Effective in working with other team members
Skills and Ability to:
Work independently and exercise sound judgment within established guidelines; coordinate multiple tasks and meet critical deadlines; establish and maintain effective working relationships with those contacted in the course of work.

Call for Applicants: One (1) Writer for Analytical Report on Youth Participation Project
Tasks
• Prepare a workplan in the consolidation of materials for the manuscript • Prepare an outline of the manuscript • Coordinate with the local youth development officers of the assigned areas as well as the Galing Pook Local Coordinators for additional data and information, if needed; • Conduct of online interview with concerned resource persons for additional data and information, if any • Develop the manuscript based on agreed workplan and outline • Provide instructions for the layout artist and proper citation of cases • Revise the draft as needed based on the reviews and comments of the Galing Pook Executive Director, the Program Coordinator and/or the focal person from the United Nations Children's Fund (UNICEF).
Minimum Qualification Requirements:
Bachelor’s degree preferably in social sciences, public health, education or development communication: • Experience in producing materials in English • An understanding of the importance of children and youth participation in issues that directly or indirectly affect them • At least three years’ experience on their fields • Have no record on sexual exploitation and abuse.

Tasks
• Provide three layout studies/prototypes • Layout the manuscript based on the approved prototype and the instructions of the Writer • Edit the layout (up to 3 revisions) based on the consolidated comments of the Writer of the manuscript, the Galing Pook Executive Director, the Program Coordinator and/or the focal person from the United Nations Children's Fund (UNICEF) • Use license-free materials, including open-source/free font styles • Prepare the raw and print-ready files of the publication

• Bachelors’ degree related to the job or its equivalent • Excellent written communication skills in English • Experience in producing materials in English • An understanding of the importance of children and youth participation in issues that directly or indirectly affect them • At least three years’ experience on their fields • Have no record on sexual exploitation and abuse.

Tasks
• Copyedit the manuscript on the Galing Kabataan Initiatives to make the language more reader-friendly without diluting or changing technical content. This includes ensuring references are complete and accurate. • Proofread text and correct spelling, grammar, and punctuation errors. • Check the text for style, readability, and adherence to Galing Pook editorial policies. • Rewrite the text to improve clarity and readability. • Point out any argument or thought that seems incomplete.
